The saying,when the going gets tough the tough gets going is true because people that are going throw a hard time will try and try until they have gone throw it all. That only aplys to people that are strong and that are not week. So that means that can be any one but it cant be every one. It can make good people or bad people it just depends on the person. That is my per-take on that saying
